The Public Review Draft General Plan Update is now online! The draft is an update to the existing 2008 General Plan Elements, incorporating changes in response to updates in State law. The updated Elements include Land Use, Circulation, Open Space and Conservation, Health and Safety, and Public Services and Facilities. The Housing Element, which follows a separate eight-year cycle was updated in 2024. Each element includes updated background information, corresponding language, data, and maps, and revised goals, policies, and actions that are necessary to meet new requirements in State law.

The Health and Safety Element was the first element to be updated in light of wildfire concerns and was adopted by City Council in December 2025. The Health and Safety Element included in the Public Review Draft contains minor revisions to the language and data in order to ensure consistency with the other General Plan elements.
